This source book on institution building consists of three parts.

Abstract
In the first part, pertinent articles, papers, and books are summarized, with emphasis on the conceptual framework of institution building theory and methodology, especially as related to developing countries and the process of providing them with TA. The first two chapters are devoted to outstanding contributions to the central institution building literature, with Chapter 1 covering literature from 1973 to 1983 and Chapter 2 covering literature from prior to 1973. The works summarized are further subdivided into categories that deal with microphenomena and those that deal with macrophenomena. Chapter 3, "Selected Contributions to the Central Literature," contains a threefold set of categories. Summaries of works dealing with specific types of institutions are clustered in the first category; for example, institution building analyses of public administration institutes are grouped togather. The second classification includes works reporting results of cross-sectional studies, either regional or worldwide. The remaining category contains all other summaries that do not conveniently fall into the case or cross-sectional subdivisions. Chapter 4 consists of citations to the supporting literature. Because of a lack of space and other resources, summaries are omitted for these works, which play a supporting rather than a central role in the institution building literature. Part II, which consists of Chapter 5 only, deals with key concepts used in the manuscripts central to the institution building literature, including modal definitions and their deviations. Definitions have proven to be exceptionally troublesome in the institution building literature because of both the multiple disciplines represented by the authors and the lack of agreement within individual disciplines with regard to some frequently employed terms. Finally, Part III consists of significant statements of relationships among the concepts included in Part II. Within Part III, Chapter 6 deals with micro and macro aspects of institution building prior to 1973, while Chapter 7 addresses the revision and refinement of those micro and macro aspects from 1973 to 1983.
