Abstract
Project consists of two subprojects. Subproject one will improve access of the people to MHP services by decreasing the distance, costs, and social barriers to health care. Project implementation will be by the GOI Ministry of Health and Family Welfare. To assist the GOI in reaching MHP targets in five years, rather than the projected ten, additional workers will be trained, additional service facilities constructed, and salary support provided for additional person-years of work. A total of 18,089 community- and village-level workers will be trained, as follows: 5,681 community health volunteers (CHV"s), 9,963 birth attendants, 2,308 female and 432 male multipurpose workers, and 399 female health assistants (FHA"s). Salary support for an additional 68,660 person-years of work will be provided for medical officers, nurses, and for community- and village-level workers in the categories listed above. Improved obstetric, surgical, and emergency care will be achieved by the addition of an operating theater to 67 Primary Health Centers (PHC"s). Another 37 PHC"s will be renovated, and eight new PHC"s constructed. Acute pediatric care beyond the capability of the community-level volunteer or worker will be improved by the creation of new bed space in PHC"s, rural family welfare centers, and subcenters. Additional health facilities to be constructed or upgraded will include 1,389 subcenters (serving 5,000 villagers each) and 101 Rural Family Welfare Centers (serving 300,000 to 400,000 people each). Also, 650 female quarters will be constructed to support recruitment and training of FHA"s. When fully implemented, the MHP will increase rural access to basic health and family planning services by having two trained village-level workers for every 1000 persons (an increase of more than 100%); one FHA for each of four subcenters; and more than double the number of subcenter units and personnel.
