INVEST is a flexible buy-in mechanism designed to address the challenges that make it difficult for USAID to work alongside the private sector.

Abstract
Over the life of the project, INVEST has helped USAID understand market conditions and identify investment opportunities through investment opportunity assessments. This component has been included in 56% of buy-ins to date. INVEST also provides transaction advisory services, linking capital suppliers to businesses that need investment to grow. This component has been included in 40% of buy-ins to date. Additionally, INVEST designs or structures blended finance funds, investment platforms, and other financial products, with 29% of buy-ins to date including this component. Furthermore, INVEST provides technical assistance to strengthen the commercial viability of a project at pre- or post-investment stages, developing the capabilities of fund managers or the businesses and projects in which they invest. This component has been included in 59% of buy-ins to date. The INVEST project has mobilized $1,422,720,869 in capital over its life, with transaction closes ramping up in Year 6 and continuing to accelerate into Year 7. The majority of capital mobilized has been in the Economic Growth program area, with 40.6% in the Financial Sector sub-program area, followed by multi-sectoral investments through various financial vehicles and Clean Energy. The INVEST project has engaged 199 partner firms to develop and implement technical activities, and has raised capital primarily in Economic Growth, with the majority in the Financial Sector sub-program area. Over the life of the project, INVEST has provided demand-driven services in four main areas: legal advisory services, transaction advisory services, opportunity diligence, and fund structuring and management. The project has also built the capacity of private sector firms and small organizations to navigate USAID procurement and subcontracting processes. At the core of INVEST is a network of 603 firms from the investment and development community with specialized technical and financial expertise. The project has a strong focus on innovation, with a research and learning mandate driving its activities.
