Summarizes final evaluation (XD-ABA-262-A) of a project to provide baseline information to Somalia"s Ministry of Jubba [Juba] Valley Development (MNJVD) for use in planning and monitoring development activities in the Jubba [Juba] River Valley.

Abstract
The evaluation covered the period FY83-8/89. The project successfully achieved all major outputs. A classification of soils and land use is 90% complete, and will be useful in locating lands that could potentially be irrigated economically from the Jubba [Juba] River. Numerous reports on environmental and social impacts were produced and discussed with MNJVD, including analyses of rivers, forests, vegetation, water quality, fisheries, limnology, ornithology, and long-term environmental monitoring. The project assembled a significant amount of useful socioeconomic data, including an environmental assessment that led to greater understanding of human and natural systems in the Jubba [Juba] Valley. The project also provided on-the-job and overseas academic training to MNJVD staff. Eight participants are still in training, and the PACD was extended to 9/91 to allow completion of the training program. Action decisions are to provide training in the United States for an additional three professionals and in Jordan for an additional five participants. Problem areas included disbursements of local currency, field logistics (especially commodity procurement), and local recruitment of data processing TA.
