Abstract
The policy emphasizes that cell phones distributed to employees should be for business purposes only. The IT Department is responsible for coordinating all cell phone disbursements, and the Director General for Administration is authorized to endorse cell phone contracts on behalf of the Kabul Municipality. The policy requires employees to use Municipality-owned cellular telephones for official business only and to reimburse the Municipality for personal calls in accordance with established procedures. Employees are also expected to protect Municipality equipment, including cellular phones, from loss, damage, or theft. Upon resignation or termination of employment, employees may be asked to produce the phone for return or inspection. The policy prohibits employees from using cell phones or other handheld devices while operating a vehicle, except in limited situations such as reporting an accident or car trouble. Employees are also not allowed to use electronic devices for non-business purposes or in an illegal, illicit, or offensive manner. The policy requires employees to be courteous in their use of cell phones, refrain from phone conversations in quiet zones, and keep the cellular phone noise to a minimum. Employees are required to keep their cellular phones in good working condition and to return them upon request. Failure to comply with the policy may result in disciplinary action, up to and including dismissal. The policy also emphasizes the importance of managerial staff serving as role models for proper compliance with the provisions above. The policy includes a receipt form for employees to acknowledge that they have received a copy of the Kabul Municipality's Policy on Cellular Phones in the Workplace. Employees are required to sign the form, indicating that they understand the policy and agree to abide by its guidelines. The policy is enforced by the Administration and Finance Department, and employees are encouraged to consult with their immediate supervisor or the department if they have any questions or concerns. The policy is designed to ensure that employees use mobile phones responsibly and in accordance with the Municipality's guidelines. By following the policy, employees can help maintain a professional and productive work environment.
