Grant is provided to the Government of the Democratic Republic of Somalia (GSDR) to develop a pilot program of environmentally suitable, low-cost minimum housing for nomadic herdsmen at Kurtunwaare.

Abstract
The GSDR"s Settlement Development Agency will implement the project with the assistance of a nine-member USAID technical assistance team (TAT). A test plan of 50 living units will be designed and implemented in conjunction with the existing master plan for the Kurtunwaare housing project. Preliminary plans for the pilot project indicate that each plot will be 180 square meters in size and will house one living unit. Unit designs specify two rooms with provisions for a third, a cooking area, and an aerobic digester toilet. Under the master plan, groups of 10 units will compose a "Xubin", five "Xubins" will establish a "Udud", and eight "Ududs" make up a "Beel". Each "Beel" will have its own Koranic and elementary school, a day care center, and a mosque, and will share a commons area, an intermediate school, a health care facilility, and recreation and market areas with two other "Beels". After these project units have been inhabited, modifications will be made according to local specifications. These initial living units will serve as a training ground from which the TAT will devise an optimum design for an additional 350 units. Site and service work will include excavation and grading for drainage, construction of access ways, and installation of the water system with two standpipes per "Udud". TAT will conduct two training programs. On-the-job training will be offered to a minimum of 90 indigenous craftsmen to provide the project with on-going assistance once the TAT departs. This program will provide a cadre of skilled and semi-skilled workers in the areas of roofing, carpentry, masonry, etc. In addition, leadership training will be provided for 15 individuals in management skills required to supervise construction crews. These individuals will be selected from those initial trainees on the basis of a demonstrated aptitude for leadership. The curriculum used for this training will be developed by the TAT.
