This report describes the work that the International City/County Management Association (ICMA) carried out in the Bulgarian cities of Haskovo, Stara Zagora, Rousse, and Blagoevgrad, in March and April of 1993.

Abstract

The technical assistance program identified ways to assist these cities in making land available to private developers, and to encourage investment. The ICMA team spent two full days in each city, meeting with local and regional officials and representatives of private firms involved in the development process. Based on the field work, ICMA developed specific recommendations for assistance to each municipality. (Author abstract)
