Abstract
(DAI) CONTRACTED TO TRAIN LATIN AMERICAN (LA) STUDENTS IN POPULATION/FAMILY PLANNING (FP) SERVICES FOR LA COUNTRIES. THE MAJORITY OF THE STUDENTS WILL BE ENROLLED IN COURSES ALREADY ESTABLISHED IN INSTITUTIONS OF HIGHER EDUCATION, AND AID-DEVELOPED SPECIAL COURSES AND PROGRAMS, BUT, WHERE NECESSARY, THE CONTRACTOR WILL ARRANGE INDEPENDENT STUDY PROGRAMS TO BE CONDUCTED BY COMPETENT TRAINING INSTITUTIONS. DAI WILL DEVELOP A PROGRAM OF PROFESSIONAL AND MGMT FP/POP SERVICES, PUBLICIZE AND DESCRIBE THESE SERVICES IN ENGLISH AND SPANISH TO LA INSTITUTIONS, RECRUIT TRAINEES, SELECT TRAINING SITES WITHIN LA, USA, PUERTO RICO AND EUROPE, AND PRODUCE A NEWSLETTER SOLICITING STUDENT FEEDBACK ON THE PROGRAM. TRAINING PROGRAMS COVER POP/FP SUBJECT MATTER INCLUDING DEMOGRAPHY, RESEARCH, COMMUNICATION, CURRICULUM DEVELOP FOR POP EDUC, AND CLINICAL TRNG -- FACIL, MGMT AND EVAL. PROJ ANTICIPATES 100 STUDENTS FOR 1ST YR, 1/3 OF WHOMWERE LONG-TERM ACADEMIC TRAINEES; THE REMAINDER SHORT-TERM. AID"S INVOLVEMENT IS INDIRECT BECAUSE OF RELIG/POLIT CONSIDERATIONS. PROP Revision No. 1 of 3/8/74 increases funds to allow DAI to continue arranging training programs in FP for trainers and supervisors of paramedical personnel at Harbor General Hospital (HGH) of the UCLA Medical School. (PD-AAD-324-C1) Project Paper (PP) of 12/11/75 extends project 3.5 years to 6/79 with emphasis on providing technical (rather than academic) training to those who train or supervise host country staff and/or who extend FP services to low-income women. Training targets include: U.S.-based training (e.g., at HGH, the University of Texas Medical School, Margaret Sanger in New York, and the Denver DAI Center) of 498 trainers of Latin American paramedical personnel (the training, to run 4-24 weeks, will be given in Spanish); short-term in-country training (1-3 weeks) to help 2,674 paramedics introduce basic health care, including FP, to rural, low-income women; and academic training (4-6 months) at the University of Puerto Rico School of Public Health for 16 physicians, educators, and/or administrators. (PD-AAD-325-A1) PP Amendment No. 1 of 8/16/77 amends project to finance the services of a Washington, D.C.-based technician and the training of 3,000 personnel to help support new and expanded community-based contraceptive distribution programs in Brazil and Mexico. (PD-AAD-325-C1) PP Amendment No. 2 of 12/9/77 reinstates FY 78 funding to permit continuance of paramedic training in Latin American countries, and adds funds (to be taken from the Paramedic Training Project - 9320644) for paramedical training programs in Brazil and Mexico.
