Grant is provided under the Regional Environmental and Natural Resource Management project (5960150) to the Tropical Research and Training Center (CATIE) in Costa Rica to implement phase III of an ongoing program to strengthen its long-term institutional sustainability.

Abstract
The University of Maryland"s International Development Management Center (IDMC) will provide TA for Phase III. Phases I and II, respectively, identified CATIE"s institutional requirements and developed action plans for priority areas. Phase III will complete this effort and will be implemented in two 9-month cycles. During the first cycle, IDMC will undertake a number of measures to strengthen CATIE"s institutional structure. Among them, IDMC will help CATIE: conduct a recurrent cost study, improve its financial reporting system, implement a new personnel system, train staff, and develop a prototype program management system. IDMC will also help CATIE improve linkages with its board of directors and other donor organizations. The first cycle will employ action-inquiry methodology (AIM), which will form the basis of an assessment that will result in a detailed implementation plan for the second cycle.
