Limited scope grant agreement between the United States of America, acting through the Regional office for Central American Programs (ROCAP) on behalf of the Agency for International Development (AID) and the Tropical Agricultural Research and Training Center (CATIE)

The University of Maryland"s International Development Management Center (IDMC) will provide TA for Phase III. Phases I and II, respectively, identified CATIE"s institutional requirements and developed action plans for priority areas. Phase III will complete this effort and will be implemented in two 9-month cycles. During the first cycle, IDMC will undertake a number of measures to strengthen CATIE"s institutional structure. Among them, IDMC will help CATIE: conduct a recurrent cost study, improve its financial reporting system, implement a new personnel system, train staff, and develop a prototype program management system. IDMC will also help CATIE improve linkages with its board of directors and other donor organizations. The first cycle will employ action-inquiry methodology (AIM), which will form the basis of an assessment that will result in a detailed implementation plan for the second cycle.
