Limited scope grant project agreement between the United States of America, acting through the Agency for International Development (AID) (grantor) and the Corporation of Municipalities of El Salvador (grantee)

CME will establish a central office, and in coordination with the Ministry of Planning and Coordination of Economic and Social Development (MIPLAN) will: develop a comprehensive CME action and financial plan; organize a Congress of Mayors to discuss the plan and the work of the Commission on Municipal Reform; oversee a mayoral training program designed by United Schools of America and the Commission for National Area Restoration; provide/obtain TA for participating mayors and obtain funding for their municipal development projects; publish newsletters and conduct seminars on municipal development; help to develop regional and departmental councils of mayors; promote and monitor legislation to improve municipal autonomy, in particular legislation to create the Fund for Social and Economic Development; and publicize municipal accomplishments through mass media.
