Abstract
In addition to construction, the project will fund feasibility studies and training. At least 70 local government units (LGU"s) will participate in the project and at least 50 of these will be fully competent by the end of the project to plan, design, and administer the construction of small infrastructure projects. Participating LGU"s will be chosen on the basis of need and technical/administrative capacity, and each will achieve a set amount of pesos from the Government of the Philippines" Implementing Organization (IO) for the construction of specified infrastructure. The maximum initial planning budget for civil works to be offered to each LGU in the first round of funding will be the equivalent of $1.25 million, sufficient to construct 3 medium size public market modules, 1 slaughterhouse, 4 small open markets, 1 high school science building, 3 elementary school buildings, and 2 km of road. The LGU"s will contract for the actual construction. Additionally, up to $10 million a year for the last 4 of the project"s 5 years will be set aside for emergency reconstruction of infrastructure damaged by recent natural disasters. In all, 150 infrastructure projects are targeted, 75-90 undertaken by LGU"s, with the remaining 60-75 to be emergency reconstruction projects accomplished by a technical contractor to the IO. The project includes modest funding for in-country training to upgrade the capability of LGU"s just below the threshold level of acceptance.
