Housing Guaranty (HG), follow-on to 150HG03, to increase credit available to Portuguese developers for improvement of existing homes and neighborhoods, production of new affordable housing, and supply of land and services for low-cost housing.

Abstract
Loans and grants will be provided through the National Housing Institute (INH), the Central Savings Bank (CGD), and the Institute for Management and Divestiture of Government Housing Stock (IGAPHE). To improve living conditions in existing homes and low-income neighborhoods, HG funds will be used to support the following: (1) INH loans and grants to municipal governments for neighborhood infrastructure, (2) INH and CGD loans to both municipalities and homeowners for home improvements, (3) IGAPHE rehabilitation and sale of publicly owned rental stock to tenants, (4) IGAPHE grants to property owners for rehabilitation of privately owned rental stock, and (5) INH loans and IGAPHE grants to municipalities to replace shantytowns with low-income rental housing. To increase production of new affordable housing, the project will support favorable terms on CGD mortgage lending to low-income families and on construction lending for low-cost projects. To increase the supply of land and services suitable for low-cost housing, the project will promote INH lending for land acquisition, infrastructure, and community facilities. The program will also support the sale of government-owned land by IGAPHE to cooperatives and private developers of low-cost housing. Complementary TA, training, and special studies will be provided under 1500026.
