Abstract
The objectives of the Methodology include identifying the parties to whom the Low Voltage Connection Fee Methodology applies, establishing a set of base charge principles, and providing a standard methodology for connection charges. The Methodology covers the treatment and principles of charging for new connections to the low voltage network, as well as the sharing of costs for Direct Assets, New Infrastructure Assets, and Infrastructure Reinforcement Assets. It also sets out the criteria for connection charging, including the technical characteristics of the connection, the type and volume of works required to connect a facility to the low voltage networks, and the breakdown of connection charges. The Methodology includes six key areas: the treatment and principles of charging for new connections to the low voltage network; the definitions of Direct Assets, New Infrastructure Assets, and Infrastructure Reinforcement Assets; the sharing of costs for Direct Assets, New Infrastructure Assets, and Infrastructure Reinforcement Assets; the criteria for connection charging; the methodology for connection charging; and the tariff setting and application submission procedures. The Methodology does not cover detailed technical matters related to technical standards of equipment, operation, and planning of new connections and infrastructure reinforcement, which are covered in the relevant technical codes and regulations. It aims to establish a set of base charge principles and provide a standard methodology for connection charges. The Methodology is based on the following key principles: the treatment and principles of charging for new connections to the low voltage network; the sharing of costs for Direct Assets, New Infrastructure Assets, and Infrastructure Reinforcement Assets; the criteria for connection charging; the methodology for connection charging; and the tariff setting and application submission procedures. The Methodology is applicable to all parties involved in the connection process, including customers, producers, and producers from renewable energy sources. It is intended to provide a standardized approach to dealing with power network connections and associated connection charges.
