Abstract
The project's main objective is to demonstrate processes and outcomes that will allow island communities to increase their resiliency to the impacts of global climate change. The project's reporting period focused on the development of an environmental mitigation and monitoring plan (EMMP) and an emergency plan for the reverse osmosis (RO) plant. The environmental consultant hired to assist with the development of the EMMP submitted the final report, EMMP documents, emergency plan, and tools for the implementation of these plans. Task 1: Assessment, Design, and Mobilization involved the development of the EMMP and emergency plan. The consultant completed 90% of the teaching material for the operator's certificate, while the material for the laboratory procedures certificate is under development. The implementation of the Performance Evaluation and Monitoring System (PEMS) started in mid-July, with two members of the consultant team working with MEE, EPA, MEA, and utility companies to identify the set of indicators and gather information to complete the design of the system. Task 2: Institutional Strengthening involved the submission of the course structure for the certificates in Drinking Water System Operations and Maintenance and Water Quality Laboratory Procedures to the university Senate for approval. CH2MHILL completed 90% of the teaching material for the operator's certificate, while the material for the laboratory procedures certificate is under development. Task 3: Enhancing Community Knowledge, Skills, and Attitudes involved the dissemination and presentation of awareness material to key entities and the Hinnavaru community. The project staff distributed the awareness campaign material in Hinnavaru among school parents, community members, and representatives of entities and organizations on the island. The project faced challenges this quarter, including the tariff consultancies being on hold due to modification discussions and a potential budget cut in the contract ceiling. The project staff also faced difficulties in scheduling official meetings and work due to the government's holiday calendar. The project's overall goal is to increase the resiliency of island communities to the impacts of global climate change. The project's activities are focused on providing technical assistance to FENAKA Corporation and the Ministry of Environment and Energy, as well as implementing a robust public awareness campaign on user-pay, climate change, and concepts to develop an island water management plan. The project's progress is being monitored through the Performance Evaluation and Monitoring System (PEMS), which is designed to track the project's performance and identify areas for improvement. The project's activities are also being evaluated through the submission of quarterly reports, which provide an update on the project's progress and challenges. The project's success will depend on the effective implementation of its activities and the ability to overcome the challenges faced by the project. The project's progress will be closely monitored through the Performance Evaluation and Monitoring System (PEMS), and adjustments will be made as necessary to ensure the project's success.
