Abstract
The project, to be implemented by the National Population Office (ONAPO), the Ministry of Health (MINISANTE), and various private institutions, will have four components -- policy analysis, FP service delivery, IEC, and institutional development. The project will support policy analysis efforts by ONAPO and MINISANTE and provide their staff short-term TA/training in operations research and study design. The two agencies will evaluate the impact of public sector FP activities, define and target high-risk groups, and identify constraints to FP service delivery. ONAPO will conduct a demographic and health survey with help from project 9363023. Three seminars will be held for public and private leaders and decisionmakers to discuss research findings. The project will improve and expand FP service delivery by both the public and private sectors. MINISANTE will integrate FP with maternal/child health care in each of its health centers, and will receive TA/training to improve the quality and supervision of its FP services, integrate FP into the health information system, and modify the logistics system for distributing contraceptives and medical equipment. The project will also provide grants to private sector entities for FP programs and will initiate community-based distribution and contraceptive social marketing programs. In regard to IEC, public and private sector promoters will receive training which focuses on the National Population Program and the availability of FP services. The project will also provide TA/training and distribute IEC materials to: village- level FP promoters, Village Community Development Centers, MRNP (a national political organization), the Rwandan Women"s Association for Development, the Ministry of Youth and Cooperative Movement, MINISANTE and PVO health educators, and agricultural extensionists. The project will improve academic IEC activities by refining and integrating FP curricula into primary, secondary, university-level, and Rural Artisan Training Center curricula. IEC efforts will target groups most in need of FP information, particularly young people. To improve the management capacity of the implementing institutions, the project will supplement the participant training component of project -0013 by providing MINISANTE and ONAPO with on-the-job training in financial management and administration. It will also provide TA to various PVO"s in FP service delivery. Private agencies possibly participating in the project include the National Secretariat for Family Action, CARE, and AFRICARE. Amendment of 8/25/91 finances TA, training, equipment, and supplies to assist MINISANTE in offering surgical methods of contraception, including tubal ligation, vasectomy, and surgical implants, on a pilot basis, with subsequent expansion of these activities nationwide at selected health facilities.
