MEL capacity gap assessment for the Jamaica Ministry of National Security and the Jamaica Ministry of Justice

This report presents the results of the Monitoring, Evaluation, and Learning (MEL) Capacity Gap Assessment for the Ministry of National Security (MNS) and the Ministry of Justice (MOJ) to inform training activities under Component 1 of the Jamaica Monitoring, Evaluation, and Learning Support for the Caribbean Basin Security Initiative (JAMEL for the CBSI) Activity.

Abstract
The assessment evaluated the strengths, weaknesses, and areas for improvement in the MEL capacity of both ministries. The assessment included three data collection methods: participant observations done in conjunction with developing the Government-toGovernment Activity Monitoring, Evaluation, and Learning Plan with the MNS; a desk review; and a formal capacity gap assessment with key MNS and MOJ MEL staff using the MEL capacity gap assessment tool developed by JAMEL under its Component 2 activities. The assessment findings will guide the development of a customized training plan to enhance the ministries’ understanding and application of MEL practices and better equip them to measure the impact of their interventions in preventing youth crime and violence in Jamaica.
