Abstract

Audit report covers the period 1/81-12/83 and is based on document review and site visits. As a result of this review, $870,134 of subgrant costs have been suspended pending proper accountability by subgrantees. The ISI has drawn down $24,280,000 in funds under the A.I.D. Federal Reserve Letter of Credit to cover its program costs. If the $870,134 in suspended subgrant costs is sustained by the Office of Contract Management, the ISI will have drawn down excess funds; $507,496 will be due A.I.D. Additionally, some $2,093 of accrued interest has been earned on A.I.D. funds deposited in ISI"s checking account but has yet to be refunded to A.I.D.
