Abstract
Audit report covers the period 1972-78; no methodology is given. Although A.I.D."s contribution to the land reform program has been small (2% or $2.4 million), it has resulted in the refinement and streamlining of the MAR"s technical and administrative methods and procedures. A.I.D. assistance has been used to design implementation procedures, train implementors to identify and resolve problems, develop techniques for land measurement in the absence of official real estate registers, and to strengthen village-level institutions for land reform beneficiaries. Commodity provided included jeeps, surveying equipment, and office machines. A.I.D. support was limited to four agricultural provinces on Luzon, Panay, and Leyte. Despite difficulties in determining land ownership due to poor land title records and inadequate survey data, 77% of the targeted 556,114 land transfer certificates were issued. Difficulties encountered by the MAR in implementing the program included inflation and the cost-price squeeze on amortization payments to the Land Bank, as well as the loss of landlord-centered credit sources and management expertise.
