Abstract
The evaluation covers the period 8/85-8/89. The project is behind schedule by as much as two years, primarily as the result of an ineffective management structure and the lack of management planning and monitoring systems. Unless these problems are resolved, it is unlikely that the project can be successfully implemented. Nonetheless, some accomplishments have been made, especially in the surface water component. Although none of these systems have been constructed, substantial progress has been made in system design. Three projects are expected to start construction within the next 18 months, while final designs and contract documents for all 8 projects will be prepared by 9/91. (Of the 10 proposed surface water projects, 2 were found to be technically infeasible.) The groundwater irrigation component has been less successful. Only two small demonstration systems have been constructed and, although they are of good quality and have a high level of farmer participation, coherent plans for further progress in this component are lacking. Two potential areas for groundwater irrigation development have been identified, and the major need now is to initiate a combined exploration and development drilling program. Participant training has been well done, with 27 long-term participants now returning, while in-country training needs to be better planned and executed. A two-year extension is recommended.
