Mid-term evaluation of a project to strengthen the education and training capability of the Department of Management Studies of University of the West Indies (UWI), Jamaica.

Abstract
External evaluation covers the period 1987-6/89. The contractor, Pennsylvania State University (PSU), has performed effectively in several areas, and the project is generally on target and proceeding apace. Nine new UWI staff members will have received MSc degrees from PSU by the end of Phase I, and 2 existing staff members have gone to PSU for short-term training and 8 for consultations. The project has made remarkable progress in developing an Executive MBA (EMBA) program, which is scheduled to begin in 7/89, but work on upgrading the BSc, certificate, and diploma programs has progressed slowly. The Institute of Business has been approved and must immediately focus on research, consultancies, and internships. Building construction is complete and 70% of computer procurement has been carried out. However, while the library list is complete, purchasing of materials awaits USAID/J's obligation of FY89 funds. Despite its success in the areas noted above, PSU must quicken its pace if it is to meet its contractual obligations regarding the Bsc program, the introduction of instructional aids, teaching Bsc and EMBA courses, and establishing a library data base by the 9/90 PACD. UWI support is generally positive, but a sense of alienation from the project still exists among some staff members. The project has a stronger relationship with the private sector, with many firms demonstrating a willingness to contribute human and financial resources to project activities. The project has also held meetings and seminars to develop linkages with other management training institutions. Recommendations for Phase II are included.
