Abstract
DWD aims to provide Cambodian youth and professionals with digital skills by (1) strengthening ICT certification and courses of higher education institutions (HEIs); (2) enhancing HEI capacity; and (3) increasing scholarships and networking opportunities for skill-building and linkage job opportunities. The evaluation questions focused on DWD’s 1) effectiveness and relevance, 2) scholarship approaches, 3) HEI collaboration, 4) use of local knowledge and expertise, and 5) collaboration with other development partners. The evaluation team developed a qualitative design with interviews, focus group discussions, and site visits to answer the questions. Findings show achievements in curriculum reviews but HEIs would want more collaboration. DWD exceeded its institutional capabilities improvement targets, highlighted by five career centers that have become active venues for HEI and private sector engagement. DWD supports 74 scholars from TAF, KAPE, and Harpswell. TAF and KAPE have broader reach, allowing for more opportunities for applicants. Harpswell’s focus on exceptional, economically marginalized females makes it more effective in recruitment quality among traditionally disadvantaged youth. Despite HEI and private sector collaboration, there has been a long-standing mismatch between students’ skills and industry requirements, which suggests more collaboration with the private sector on teaching with DWD support. There is also a need for a coordinating body of stakeholders, and DWD can be the catalyst in this effort. A key element within HEIs is management support. Stakeholders should support digital higher education in a systems-based approach. While stakeholders are distinct, their works are interrelated and collaboration and coordination are important.
