Abstract
The purpose of SCALE is to develop local economies in Malaita at a community level, supporting further growth at the provincial and national levels, and expanding market access and infrastructure. SCALE's objectives include improving the enabling environment for trade and investment, strengthening the agribusiness sector, and improving natural resources with a focus on the forestry sector. The SCALE-A&E contract is designed to acquire qualified architectural and engineering services in support of SCALE, particularly objective b. The contract will cover analyses, feasibility studies, design, and construction of small-scale infrastructure at 10-20 sites. The task report outlines the scope of work, including providing sectoral analyses, planning, and draft design standards. The report also highlights the progress made in completing concept and feasibility studies, transaction advisory services, and transaction advisory services for host country infrastructure development. The local team engagement has been engaged with Malaita Provincial Secretary, chief provincial officer, and their teams. A consultant has been tasked with gathering background information, and stakeholders have been met to discuss the status and details of planned projects. The data collection and data collection and assimilation of data from various documents, including the National Transport Fund (NTF) AWP for Malaita projects, 30-year strategic plan (Solomon Islands), and 5-year action plan (Solomon Islands), are ongoing. The project has also made progress in other areas, including office setup, registration, and registration as a private company in the Solomon Islands. Meetings have been held with various organizations in the Solomon Islands, and liaison with other SCALE partners has been established for harmonizing SCALE material. The project has also continued to contact SCALE workshop invitees and associated stakeholders to introduce the SCALE objectives, seek comments, and gather policy and operational data. The planned activities for the project include preparing for a future stakeholder meeting, continuing stakeholder outreach, developing processes to define pre-screening and selection, and developing a plan and agenda for a participatory workshop. The project has also identified no new challenges during the reporting period. The accrual report for the project shows that the total funds awarded to date by USAID into this task order is $[amount]. The total funds expended, funds invoiced, and direct costs, other direct costs, and indirect costs, and subcontract costs, and total costs, and total obligations, and outstanding commitments, and unliquidated balance, and accrual amount, and pipeline amount remaining, have been updated from the previous report to reflect actual invoiced costs from the start of the project. The list of significant expenses incurred during the reporting period includes Solomon Islands Strengthening Competitiveness, Agriculture, Livelihoods, and Environment (SCALE) - Architecture and Engineering Support (SCALE-A&E).
