Abstract
This review of MEREC"s experiences in three pilot cities is intended to share with policymakers and program managers the project"s lessons regarding costs, benefits, difficulties, funding sources, and project replicability in different settings. Following an introduction, Chapter 2 describes activities in the first MEREC demonstration city, Tacloban, in the Phillipines; the next chapter discusses the overall MEREC approach as it has been refined through experience. Chapters 4 and 5 are devoted to the demonstrations in the other two cities, Guarda, Portugal, and Phuket, Thailand; they highlight the consequences of the unique administrative and environmental circumstances of each city and describe the local MEREC projects conducted in each. Chapter 6 provides a summary of lessons learned from the three demonstrations and addresses specific questions related to replicabililty in other countries. Short appendices listing sources of more information and other MEREC publications are included. (Author abstract, modified)
