Abstract
The project, to be implemented by the Government of Mozambique"s (GPRM) Central Planning Committee and Ministry of Agriculture, contains two components: a Commodity Import Program (CIP) to increase the supply of farm inputs, and (2) a TA and training program to improve public and private sector managerial and technical skills. The CIP will supply private farmers in two regions of the Maputo market area with tractors, trucks, and farm equipment; spare parts to repair old equipment; and agricultural inputs (e.g., seeds, hand tools, fertilizer). The TA and training component will (1) improve the GPRM"s capacity to plan and implement economically sound rehabilitation activities; (2) strengthen support systems for rehabilitating agriculture and industry; (3) support GPRM policies to return factors of production to the private sector; and (4) improve Mozambique"s capacity to train skilled labor. In-country training in several technical fields will be provided to public and private institutions and on-the-job training to a variety of industries. PAAD of 6/5/86 provides a grant of $9 million for a CIP to finance the importation of additional agricultural equipment and inputs for private farmers and of raw materials for the local manufacture of agriculturally related commodities. Target areas for assistance are Maputo Province and the market zones of Chokwe and Xai-Xai in Gaza Province. (PD-BBD-087). PAAD of 3/27/87 authorizes a FY 1987 CIP grant of $9.835 million to finance the import of agricultural farm and transport equipment, and basic agricultural inputs (including, for the first time, raw materials for the production of chicken mesh, barbed wire, and nails). Target areas for assistance will continue to be Maputo Province and the market zones of Chokwe and Xai-Xai in Gaza Province. The new CIP will also continue to reduce transportation constraints by allocating some trucks to private commercial transporters. (PD-ABI-957) PAAD amendment of 6/8/88 provides a grant of $14.5 million to fund the importation of agricultural inputs and equipment essential to increasing production in the above-mentioned target areas, as well as in Manico Province. Greater stress will be placed on the use of private sector importers and distributors. (PD-ABI-950)
