Designation of the year 1981 by the United Nations as the International Year of Disabled Persons signaled international acknowledgement that greater efforts are needed to help the handicapped become equal and active participants in society.

Abstract
This report presents a 46-item annotated bibliography of literature on the needs of the handicapped. Some of the major themes covered are: development of community-based training and rehabilitation programs promoting the integration of the handicapped into mainstream society; the special needs of handicapped children; and the need for educating the nonhandicapped to change stereotyped attitudes. Besides general purpose articles and descriptions of technical materials, the bibliography includes references to programs and projects in Asia, Latin America, and Africa that incorporate the above principles. Also provided is a listing of individuals and organizations active and interested in nonformal education and the handicapped.
