Abstract
Sound procedures have been established to assist small farmers in leveling land for improved irrigation and changing water courses. Project startup time was underestimated and project is about one year behind plans. Recruitment of qualified personnel has been difficult, and major problems have occurred in administrative areas. Provinces have not allocated full amount of money planned, but only enough to cover rate of actual implementation. Technology developed has proven useful in reducing water loss and increasing crop production. Ad hoc water users associations have been established, but not made permanent. Less strict personnel standards have been suggested, with increased training substituted for academic studies, in order to increase manpower. Alteration of national and local financial plans also suggested, as was coordination between irrigation and agriculture departments. Colorado State University should disseminate water resource research throughout provinces other than Punjab.
