Abstract
Subproject is part of a project undertaken by the University of Wisconsin-Madison (UOW) to assist AID/W in planning "area development" projects in LDC"s. Report was prepared by a UOW project team that visited Kenya to assist USAID in revising the subproject after the original subproject identification document was not approved by AID/W. As revised, the purpose of the subproject is to increase the per capita income of small farmers by improving their access to basic services through the development of financially and socially viable marketing facilities and related services, and by improving crop storage facilities. This would be accomplished by strengthening the Government of Kenya"s extension marketing services and its provincial planning, programming, and evaluation capabilities. A spatial framework to identify investment areas which might afford small farmers better access to social and marketing facilities was added to the subproject design. Other outputs needed to implement subproject design include training Kenyans in spatial planning at the district, regional, and academic levels (University of Nairobi); the construction of new crop storage facilities; the institution of a mobile farm products collection system; the development of a marketing infrastructure; and an extension delivery component focusing on services to retailers and members of the rural market. This study presents a description of the revised subproject, together with a presentation of policy issues and implementation constraints, project component costs, the scope of work for the subproject design, environmental issues, annexes, and a bibliography (XD-AAD-285-1).
