Abstract
The project, implemented by the International Rescue Committee (IRC) and its partners, endeavors to achieve this goal through three distinct but interrelated components: improved classroom learning environment for reading, improved policies and systems for reading, and improved community-based support for reading in Pakistan. Socioeconomic barriers and low access to quality education prevent many children from enrolling in school or completing their education. To address this issue, the PRP conducted an out-of-school children enrollment survey to collect year-wise information about out-of-school children enrolled or re-enrolled in all targeted public primary schools receiving reading interventions under the PRP. The survey objectives were to measure out-of-school children in PRP-supported schools for reporting achievements against USAID Indicator 1.1-c – old MSF 4.1-a Number of out-of-school children newly enrolled or re-enrolled in the education system with USG assistance. The survey methodology involved a sample of 349 schools drawn from the population of 3,897 PRP intervention schools. The sample was proportionally distributed among the provinces/regions with respect to their share in the total population and then further distributed among the districts proportionate to their population in that region. Data collection was conducted through a survey questionnaire, and the required data was collected from total 349 schools in 04 regions (Balochistan, Islamabad, Khyber Pakhtunkhwa & Sindh). The provincial/regional M&E teams led the data collection process in their respective provinces/regions. Student data was collected from attendance/admission registers in each sampled school as per the prescribed format. The data was then entered into an online database developed using Google forms, and any errors in data collection or entry were corrected at this stage. The data analysis revealed that the estimated number of out-of-school children newly enrolled or re-enrolled in PRP schools for all regions were extrapolated through multiplying the average number of students per school with the total number of PRP schools. The regional estimates showed that the total number of out-of-school children enrolled or re-enrolled in PRP schools was 44,129, with a breakdown of 24,292 boys and 19,837 girls. The survey results indicate that the PRP has made significant progress in enrolling and re-enrolling out-of-school children in public primary schools across Pakistan. The project's efforts to improve the reading skills of 1.3 million children in grades one and two have shown positive results, with a significant number of out-of-school children being enrolled or re-enrolled in PRP-supported schools.
