Abstract
Evaluatn based on docs, interviews, and on-site observatns. Evaluator and IAV find UM assist excellent. IAV plans to educ 50% of its students in US. UM has provided 32 man years of service and trained 53 students and faculty. Despite some language problems, on-campus advisors are committed and aware of participant probs. Field staff is adequate. Project has influenced & continues to influence AID and Govt of Morocco (GOM) agr devel policies. With IAV"s tremendous growth, campus staffing is, and will continue to be, grossly inadequate. IAV students do not benefit from US trng since they lack sufficient English; receive short notice of US acceptance; feel neglected as non-US degree candidates; and are moved frequently. Proj should be extended 10 more years to enable IAV to adequately train research scientists, provide facilities and finances for local research, devel a reward/incentive sys, and establish linkages with other scientists. A "Consortium" of universities is necessary for staffing and trng. MS trng should be followed with PhD trng as soon as qualified faculty are available. Assistance in technical agricultural economics, extension activities and institute administration, organization, and operations should also be initiated. Communication among UM, AID, and GOM needs improvemt with all 3 contributing to proj planning. UM should serve as lead univ by continuously providing senior faculty, allowing more lead time in the selection process, coordinating efforts with IAV and other agr devel programs, and having more freedom in executing contract requirements. AID should devel a more personalized on-campus system for trainees, establish a better selection/placement process that will place PhD and MA agricultural trainees promptly according to interest, and allow research dealing with local agricultural problems. IAV and Ministry of Agriculture research roles and administrative organization should be defined and improved. Finally, schools at Agadir & Meknes should be expanded.
