Project to provide an Economic Support Fund (ESF) cash transfer to the Government of Panama (GOP) in order to stabilize the Panamanian economy and reorient it toward greater dependence on the private sector, especially local industrial and agricultural production.

Abstract
The project will allow the GOP to remain in substantial compliance with an IMF standby arrangement and enable it to negotiate a syndicated commercial bank loan for 1985 and 1986 amortization payments. ESF funds will be used by the GOP to support priority activities in employment generation, agriculture, and housing and urban development. Disbursement will be contingent on GOP economic reforms relating to industrial incentives, subsidized housing, labor costs, agricultural export incentives, forest land tenure, contracting procedures, and divestment of state-owned enterprises.
