Reports on the feasibility of rehabilitating an elementary school damaged by shifting sands in the Patte d"Oie Housing Project (POHP) in Senegal.
1977
Abstract
The report is one of three studies contracted by A.I.D. (cf. DOCID"s: B6850226004102 and B6850226004103) for a proposed project to rehabilitate the POHP. In 1968, A.I.D. authorized a Housing Guaranty to help the Government of Senegal (GOS) to build 669 middle-income housing units in Patte d"Oie outside Dakar. Due to poor design and construction methods, many units deteriorated in the face of the strong area winds and shifting sands. Investigation revealed the school building, except for the porch canopies, to be structurally sound. Several of the canopy spans are on the verge of collapse. The defective canopies should be demolished immediately. A diagram for a prototype replacement for the canopies is provided. In addition, flashing must be provided around the entire periphery of the school roof in order to protect the roofing and to prevent moisture from finding its way into the exterior walls. American flashing is recommended only if it can be imported at a competitive price. A solution using hot mop or long-fiber tar/asbestos is not recommended because these products are relatively short-lived. Included are illustrative diagrams, a list of suggested construction materials, preliminary cost estimates, recommendations for the design and field supervision of the rehabilitation, and construction standards for all three components (forestation, housing rehabilitation, and elementary school construction) of the proposed project.
