Abstract
Evaluation covers the period 7/77-7/80 and is based on site visits, a review of project files, and interviews. During 1979, Title II programs implemented by the Church World Service and Catholic Relief Service provided 7,370 metric tons (MT) of food for 103,881 pregnant/lactating mothers and infants through Maternal Child Health (MCH) programs; 12,759 MT"s for 199,000 Food for Work (FFW) recipients; 458 MT"s for 4,119 Individual Health Cases (IHC); and 5,305 MT"s for 222,500 disaster victims under the Emergency Relief Program. Commodites included rice, bulgar wheat, blended foods, and flour. Untimely or delayed arrivals, and the diversion of commodities for disaster areas resulted in the temporary cancellation of seasonal FFW programs and interrupted MCH and IHC programs. The request for an allocation of commodities for FFW programs in East Nusa Tenggara beginning in 1981 and planning for FFW projects in East Timor will reduce the need for a sudden diversion of commodities. Private voluntary organizations (PVO"s) often lost their counterparts to the commercial sector after they had been trained by the PVO. The Government of Indonesia (GOI) budgeting for inland tranportation and handling costs is a problem. GOI will not fund activities that do not serve their specific purpose. The following recommendations were made: To improve Title II management, joint inspections and field reviews with PVO"s should be continued. Also, support from the GOI for inland transportation and handling costs for Title II commodities must be sought. A.I.D. should support GOI diversification efforts by encouraging PVO"s to utilize commodities containing a higher nutritive value in lieu of rice. The Cooperative League of the United States PL 480 Title II sales program for cooperatives development should be implemented. Procedures should be developed and an evaluation undertaken to determine the impact of Title II resources in FFW and MCH programs. Title II resources should be redirected from Java to the Outer Islands.
