Abstract
480 Title II program in Cape Verde. Special evaluation covers the period 1/82-7/83 asnd is based on site visits and interviews with the Government of Cape Verde (GOCV), World Health Organization, and World Food Program officials. P.L. 480 commodities have been delivered in a timely manner and have helped to maintain the nutritional status of Cape Verde's populace. Sale of the commodities generates some $2 million a year in local currency, far more than the GOCV has been able to expend on the planned soil and water conservation subprojects (SP's). While the completed SP's (four planned SP's have not yet been initiated) are well designed, well built, and of low cost, only one has met its expenditure and employment targets. SP shortfalls are due to a variety of factors, including insufficient staff to plan and manage these activities, shortages of equipment and materials, poor coordination among GOUV agencies, and a lack of direction from A.I.D.; also, some of the targets are apparently too ambitious. Accounting procedures and controls for local currency proceeds are adequate; even though P.L. 480 proceeds are commingled with proceeds from the sales of other-donor commodities, separate subaccounts are maintained. Some commodities are stored in the open with no protection from pests or climatic effects and all warehouses visited were infested with moths; special attention must be given to the selection of appropriate pesticides. Detailed recommendations address problem areas.
