Indonesia has made a commitment to decentralize its government hospital system.

Abstract
Lembaga Swadana is the term that has been given to this process. Lembaga Swadana would authorize government hospitals to retain tariffs for operational and maintenance purposes and no longer submit them to the exchequer as they are currently required to do. Other government regulations would be relaxed allowing hospital administrators to use more effective management practices to run their hospitals. This report finds that a great deal of preparation -- and in particular a new accounting system -- will be needed in order to successfully manage and operate a public hospital system in a Lembaga Swadana environment. Specific recommendations are included. (Author abstract, modified)
