Abstract
Ministries of Public Health are allotted substantial sums of money in the budgetary process, and it is obviously desirable to determine how these funds might be spent to best advantage. In the next chapter some facts and figures on health and health care in Morocco are presented as background for the later discussion of planning principles. The health conditions in the country are examined through the medium of the available statistics on mortality and morbidity. In Chapter III two main approaches towards health planning are discussed. In Chapter IV a verbal model of a public health system is developed, a model which identifies the relationships which must be known if spending decisions are to succeed in maximizing output. An attempt is then made in Chapter V to show that the model is not merely a theoretical exercise, but is potentially useful as a planning instrument.
