Abstract
The project is designed to provide rapid response assistance as opportunities arise in priority areas. The project"s first component will support private sector in development in the areas of investment, trade, and export promotion. Both long- and short-term TA will be provided. Possible activities include: legal advice on restructuring GOCR organizations involved in export; establishment of a private trust to finance joint private/public assistance to the export sector; evaluation of tourism investment proposals; management training for financial institutions; and support for private power development. Specific technical needs will be addressed through applied programs of observational travel and U.S. long- and short-term training, primarily in the areas of finance and management. Secondly, to facilitate policy reform and improve public administration, the project will fund policy research and analyses. This could encompass such areas as the elimination or transfer of redundant public sector positions, pension reform, customs reform, improved tax administration, free zone law reform, and improved public audit programs. Funds could also be used to support the GOCR"s natural resource management strategy and to activate either debt reduction or debt for development proposals. Activities will be supported by long- and short-term training.
