Abstract
The Commission on Population (COP) will implement this project, which continues and extends the A.I.D./Government of the Philippines Outreach program (4920277). Rural FP services will be extended by establishing 7 new Regional Comprehensive FP Centers (RCFPC"s) and upgrading 5 now in service; itinerant FP teams will be established to operate out of the RCFPC"s. Provincial mobile FP clinics will provide comprehensive back-up support in areas not serviced by RCFPC"s. The continued subsidization of 840 sterilization service centers will provide 484,000 voluntary sterilizations. TA in warehouse management and the institution of regular stock inventories will ensure an efficient, reliable supply of contraceptives. A vigorous Information, Education, and Communication campaign will promote the benefits of a small family size and effective birth control methods to all population groups and counter misconceptions about FP. Three FP/fertility surveys will be conducted to provide project impact data. Operational and development research will be conducted and disseminated to develop a cost-effective, post-project alternate FP program; assess local governments" project participation; and provide the basis for a community incentive scheme. The COP Management Information System (MIS) will be improved by an integration of COP"s clinic and outreach information systems into one system; and by the establishment of a data verification unit. Training and re-training will be provided for 45,000 local (barangay) service point officers and 3,000 full-time outreach workers and for 631 population officers. TA and training will be provided to upgrade MIS staff skills, and short-term U.S. training will be provided to 52 COP personnel. Amendment of 6/8/88 adds support for the Philippines" program for prevention and control of transmission of the AIDS virus. Activities will include TA, training, health education and communications, research, and provision of contraceptives and other supplies. The PACD is extended to 6/30/90 for this AIDS initiative only.
