support for a national family planning (FP) program. This report reviews the evolution of the Government"s position and outlines a two-fold A.I.D. population strategy for Nigeria. The strategy"s first objective is to create a favorable policy climate leading to the development of an official Nigerian population policy. To this end, A.I.D. will conduct policy dialogues with Government officials; expand technical and policymaking contacts between Nigeria, international organizations, and other national FP programs; and increase public awareness of the implications of rapid population growth. Secondly, A.I.D. will promote FP service availability and accessibility by training FP service personnel, distributing factual and persuasive FP information, ensuring effective delivery and availability of contraceptive commodities and equipment, and developing a standardized record and statistical system for use in program management and evaluation. Private voluntary organizations will implement both strategy components. Appendixes include an illustratve budget estimating A.I.D."s contribution to each activity.
