In July 1986 a Water and Sanitation for Health (WASH) team evaluated the capacities of ANDA and PLANSABAR, the Salvadoran national organizations responsible for water supply in urban and rural areas respectively.

Abstract
Based on its evaluation, the WASH team proposes two programs to comply with USAID/ES expectations in this sector. The first program proposes the installation of 1,250 handpumps in selected rural and periurban areas over 3 years, along with the importing of 5 drilling rigs and the training of local handpump personnel and beneficiaries. The second program proposes immediate technical assistance to PLANSABAR to complete designs for 9-10 ongoing projects, identify and prioritize new rural communities to be served by water supply systems, and design 160 new projects over a 2-year period. The WASH team also recommended selecting a private voluntary organization to manage the handpump program, contracting private companies for well construction and pump installation, and determining the most appropriate drill rigs and handpumps for the country and the feasibility of manufacturing the pumps locally.
