Abstract
The EPT-2 program contributes to the Global Health Security Agenda (GHSA), which seeks to prevent emerging and re-emerging diseases from spreading, report threats in real-time, limit the spread of Ebola and other dangerous pathogens, and increase preparedness for future outbreaks. The goal of P&R is to enable national governments to strengthen systems, policies, and practices for the prevention, detection, response, and control of emerging public health threats; especially zoonotic diseases. The P&R project will help national governments apply a One Health approach by strengthening the enabling environment and helping them to develop systems for a rapid, efficient, and effective response to public health events. The ability to prevent, detect, and respond to emerging disease threats is dependent on countries and regions having functional and sustainable systems, platforms, and tools in place. The P&R Project will play a catalytic and facilitative role to support this functionality while providing targeted technical assistance to national One Health platforms and key stakeholders. The P&R project achieves two major objectives: National One Health Platforms (NOHPs) Established or Strengthened, and National Preparedness and Response Plans Developed, Tested, Implemented, and Evaluated. National One Health Platforms are designed to address emerging disease threats, drawing on senior technical and administrative representatives from a broad range of sectors. The project employs tools such as the WHO/AFRO framework for preparedness and response to public health events of initially unknown etiology to help stakeholders assess and address gaps in National Preparedness and Response Plans using the One Health approach. P&R plays a catalytic and facilitative role in forging One Health multisectoral and multi-disciplinary coordination mechanisms. The project focuses on providing technical support across three broad activity areas: Collaborate – understanding stakeholders, increasing One Health awareness, and building the foundation for multisectoral collaboration; Formalize – supporting the longer-term institutional structures for a One Health Platform, including Terms of Reference, a mandate, etc.; and Sustain – ensuring the long-term sustainability of the One Health Platform through capacity building, resource mobilization, and institutionalization. The P&R project will work with national governments, international organizations, and other stakeholders to strengthen the enabling environment and develop systems for a rapid, efficient, and effective response to public health events. The project will provide targeted technical assistance to national One Health platforms and key stakeholders to support the development and implementation of National Preparedness and Response Plans. The project's activities will be guided by a conceptual framework that emphasizes the importance of multisectoral and multi-disciplinary coordination in preventing, detecting, and responding to emerging public health threats. The P&R project will contribute to the GHSA by supporting the development and implementation of National Preparedness and Response Plans that are aligned with the WHO/AFRO framework for preparedness and response to public health events of initially unknown etiology. The project will also work with international organizations such as the Centers for Disease Control and Prevention (CDC) and Emerging Pandemic Threats-2 (EPT-2) partners to strengthen the platform's integral role in the implementation of One Health activities such as zoonotic disease prioritization and outbreak response. The P&R project will use a range of tools and approaches to support the development and implementation of National Preparedness and Response Plans, including the WHO/AFRO framework for preparedness and response to public health events of initially unknown etiology, the One Health approach, and the use of performance indicators to monitor progress and evaluate the effectiveness of the plans. The project will also work with national governments and other stakeholders to develop and implement a monitoring and evaluation plan that will track progress and identify areas for improvement. The P&R project will be implemented over a period of several years, with a focus on supporting the development and implementation of National Preparedness and Response Plans in a range of countries. The project will work with national governments, international organizations, and other stakeholders to strengthen the enabling environment and develop systems for a rapid, efficient, and effective response to public health events. The project's activities will be guided by a conceptual framework that emphasizes the importance of multisectoral and multi-disciplinary coordination in preventing, detecting, and responding to emerging public health threats.
