Abstract
USAID/K, in cooperation with Kenyan entities, will implement the project, which will undertake demonstration subprojects (SP"s) with private organizations (PO"s) and support contraceptive supply, training, and research efforts. Some 30-35 SP"s will be conducted to serve as models for other PO"s. Of these, 15-20 will involve nonprofit organizations, 5 parastatals, 5 nongovernmental organizations, and 5 women"s and professional groups and private practitioners. Contraceptives for the SP"s will be provided free by the National Family Welfare Center (NFWC) through the Ministry of Health (MOH) with the help of project-funded TA and transport services. The contractor will provide training in program management and in operational and technical procedures to 200 enrolled community nurses, midwives, clinical officers, and others involved in the SP"s. Eight 3-month courses for 25 persons each will be held to ensure that the training, which will include clinical practice, is both individually tailored and cost-effective. A training methodology will be developed which incorporates the NFWC"s FP syllabus and aims to meet MOH certification standards and respond to community/cultural needs. MOH trainers will train the participating trainers. Finally, 4-5 operations research (OR) studies will assess the impact of specific activities and the contractor will develop a data collection system for the project and report results to the National Council on Population and Development for dissemination to private, host government, and other-donor representatives. Amendment of 7/86 extends the PACD to 9/89 to further strengthen private FP organizations and to develop policies and procedures to ensure sustainability. Targets are revised to: 50 SP"s (from 30); 50,000 FP acceptors (from 30,000); 400 trainees (from 200); and 8 OR studies (from 5). The SP"s will include 3 activities - community-based distribution; IEC; and maternal/child health care - not emphasized in the original design. During the final year, the contractor, John Snow, International (JSI), will define an operational structure for project continuation by a Kenyan PO, with JSI providing TA as needed. Alternative contraceptive supply systems will be explored. The original project purpose of demonstrating private sector capacity has been achieved. (PD-BBD-480) Amendment (7/88) extends PACD 2 years to 9/91 and, due to the project"s success to date, increases the number of targeted SP"s by 10, of FP acceptors by 35,000, and of trainees by 225 (including 100 receiving refresher training).
