It is concluded that although high-level GOR commitment and interest from the business community have been identified, the GOR lacks the personnel for privatization and state-owned enterprise managers are not interested, apparently for fear of job loss at all levels. Recommendations for privatization include formation of a task force to oversee the effort, revision of price and tax laws, and adopting a mixed-enterprise form of privatization. Criteria for selecting enterprises for privatization are discussed, and a following section provides background on privatization and outlines the terms of reference for an indepth follow-up study to help the GOR develop a comprehensive privatization strategy. A list of state-owned enterprises in Rwanda is appended.
