Abstract
The project is a collaboration between the United States Agency for International Development (USAID) and the Consultoría para los Derechos Humanos y el Desplazamiento (CODHES). The project's objective is to support, capacitate, and strengthen organizations of victims and civil society to effectively influence public policy. The strategy consists of three main components: developing capacities in organizations through training workshops, supporting initiatives of social organizations through the allocation of resources from the Fondo de Donaciones, and accompanying organizations in the identification, development, and implementation of projects for collective reparations. The project's main expected outcomes include: * 40% of the 2,070 participants in the training modules are expected to change their level of knowledge in transitional justice, victim rights, and participation mechanisms. * At least 200 people will be trained as community managers, and 100 leaders of victim organizations will be formed to increase their capacity to influence public policy. * 13 regional and 1 national networks of social organizations will be established or strengthened in the four priority regions. * 40% of the 110 organizations trained in the priority zones will incorporate changes in their administrative, financial, and self-protection systems. * At least 50 projects will be funded through the Fondo de Donaciones, which will implement mechanisms for assisting victims, such as training and dissemination of victim rights and mechanisms for claiming them, monitoring public policy, documenting and preparing cases for collective reparations, influencing public policy, and/or strengthening organizational capacity. During the first quarter of 2015, the project achieved several milestones, including the completion of the planning phase with a Plan Anual de Operaciones, the formulation of a Plan de Monitoreo y Evaluación, the development of a Manual de Donaciones, and a definitive version of the Fact Sheet. The project's activities in the first quarter of 2015 correspond to the finalization of the planning phase and the initiation of the implementation of activities. The main results include: * A Plan Anual de Operaciones approved by USAID * A Plan de Monitoreo y Evaluación approved by USAID * The opening of regional offices * The organization of a National Workshop The project's geographic focus is on four regions in Colombia: Zona 1 (Santa Marta, Chibolo, Cartagena, Carmen de Bolívar, Sincelejo, and Ovejas), Zona 2 (Villavicencio, San José del Guaviare, and Puerto López), Zona 3 (Chaparral, Ataco, and Planadas in Tolima), and Zona 4 (Buenaventura and the Community Councils of Río Cajambre and Río Naya).
