Abstract
Given our ignorance about what works and what does not work in this connection, the paper argues in favor of a multiplicity of experimental approaches. For those cases when credit is the binding constraint, however, it claims that the financial viability of the private organization (PVO) is critical for the permanency and quality of the services and for success-oriented management. This implies protection against inflation, vigorous loan collection, and a structure of costs and revenues that avoids operational losses. (Author abstract)
