Abstract
IEPD lacked a formal, cohesive strategy until well into the project and project objectives were not easily measurable in terms of outcomes, beneficiaries, or even timeframes. Some objectives were also overly ambitious. For example, the objective of self-sufficiency for IEPD was unrealistic, and the dissemination of population information, expected to be one of the most important IEPD functions, proved to be more difficult than originally planned. This was due to problems with electric power infrastructure as well as a lack of planning. The close association between IEPD and Profamilia gave rise to demands on the part of both parties that were never envisioned. However, changes in the division of labor were made which benefitted both institutions. In 1/87, IEPD was absorbed into the Family Planning Services Expansion Project (5170225). Most of the problems faced in the original OPG have been resolved.
