Abstract
The project assisted only 28 families, compared with the target of 75, due to serious delays in implementation. Since no organizations existed which were capable of implementing project activities, the project had to establish, staff, and provide training to a new cooperative society before actual implementation could begin. The project also seriously underestimated the time required for the Government of Swaziland to develop the water system and construct the piggery and other planned buildings. By the time the piggery was finally built, construction costs were four times the original estimate. Despite these setbacks, the project was successful in teaching individual producers to construct pigpens and raise pigs, and these producers appear to have actually exceeded the target number of litters sold.
