military bases. The GOP"s ESF Management Advisory Committee under the Ministry of Human Settlements will be the implementing agency. Provinces surrounding the Clark Air Force Base and the Subic Naval Base, which have recently been returned to GOP jurisdiction, will be target areas of this project. Projects will be identified and developed through the use of detailed site surveys, prefeasibility and feasibility studies, engineering design and planning studies, and consulting services. These studies will focus on the technical, social, institutional and economic feasibility of specific agricultural and agro-industrial activities, as well as basic infrastructure development. These projects will also include small pilot experimental projects. Programs currently envisioned include reforestation of watersheds; construction of roads; establishment of settlements on the returned lands at Clark; improvement of municipal services within the urban communities adjacent to the returned lands; and energy development. Projects will be selected in accordance with the following criteria: (1) that they meet the basic human needs of the population concerned; (2) that they take place in areas in and around the former military bases; (3) that they generate employment and equity; and (4) that they are consistent with the GOP"s Development Plan. Projects of a military nature will not be considered. Residents of communities in the vicinity of the military bases, who totaled 2,300,000 in 1979, are expected to benefit from this project. Amendment of 6/19/85 extends the project through FY89 to: provide continued support in design, planning, and training for ESF projects; and (2) support project management and monitoring activities of the ESF Secretariat.
