Abstract
DPG's purpose was to create WVRO dvlp staff competent to plan, process, administer, control, & evaluate variety of dvlp projs in a number of LDC's. WVRO, a branch of the Christian dvlp-oriented World Vision Intl (WVI), has made transition from primarily relief work in 1973 to over 80% dvlp work with vastly increased budget by 1978. This WVRO self-eval presents final report on grant-related activities. WVRO exec staff has been constituted with DPG assistance. African and Latin American regional directors are now serving on location in field offices, effecting decentralization of WVRO efforts & enabling greater contact with projs in field. Assoc Dir of Operations hdqtrs position has been created to oversee regionalized operations. Originally-slated Assoc Dir for Educ position has been covered instead by short-term consultants. WVRO's output objs with respect to planning documents & annual field surveys have been achieved; 2 regional plans & 8 country plans finalized. Some 286 projs in 30 dvlp nations are currently under WVRO supervision. Projs are currently designed/supervised by expanding field staff (overlapping with WVI staff) in cooperation with local community leaders, as opposed to previous proj design/direction at exec level. Emphasis now on multifaceted, integrated community dvlp projs. Extensive trng has been provided to WVRO's exec staff, & 276 person weeks trng made available to WVRO/WVI field staff through DPG funding. Unanticipated problems occurred in effort to secure adequately experienced proj managers & in forced cancellation of planned activities in war-torn Ethiopia. Annexes include sample country plans, an annotative listing of all current WVRO projs, and a description of exec staff dvlp trng efforts. WVRO is submitting a proposal to AID for a matching grant to assist in the continued expansion of WVRO-directed dvlp activities.
