Abstract
Anticipated outputs include the development and recommendation of an organizational plan for the agribusiness development program; identification of pre-feasibility, feasibility, and policy studies to be undertaken; establishment of standards for studies yet to be identified; and execution of 7 economic and l9 feasibility studies in a wide variety of agribusiness enterprises. Three steps will be involved in identifying projects in the agribusiness sector: 1) resource assessment; 2) investigation of "potentials"; and 3) identification of potential projects. Resources will be assessed to determine current capabilities of systems within the agribusiness sector to absorb inputs and produce outputs. This process will include an evaluation of sub-sector economic productivity from l970-l975; identification of gaps in factor and consumer markets; review of policies, laws and regulations; survey of line agencies" capabilities; and assessment of current support facilities and technology. During the investigation of "potentials" stage, alternative projects will be developed to remove constraints to the efficient flow of output among systems within the sector. Potential projects will be ranked and execution of project priorities scheduled. During this phase, the most acceptable proposal for studies, business projects, and recommendation for the mechanics of program execution will be selected. A Philippine interagency counterpart team and foreign consultants will undertake the above-mentioned activities. Private sector contractors will conduct studies on projects already identified. Topics of these projects include, among others, salt processing; slaughterhouse and cold storage facilities; tannery; pulp and paper processing; cement; fish processing plant; and citrus juice extraction. Economic studies will be performed by interagency study groups and include account of agribusiness subsectors and market demand.
