Abstract
This paper, the second in a series of working papers on a proposed microcomputer system for managing development projects, presents a microcomputer framework for systematic iterative improvement in project design and redesign. Advantages of the framework include (1) generalized forms that faciliatate project design; (2) the ability to trace economic and financial effects on different stakeholders under the program; (3) the ability to make fast and accurate economic projections for different project scenarios; (4) has a provision for annual budgets; (5) requires modest amounts of training; and (6) provides an audit trail for all figures. The model presented provides a structured way of documenting pysical inputs and outputs, calculating estimated costs culminating in budgets, cash flows for stake holders, and rates of return. Several tables are appended.
